Administration Joomla! 3.x • new user registration not sending emails

Hello all,
Recently a customer site stopped sending registration emails.
Long story short, the site is set up to receive emails to the administrator to approve. These emails are not coming thru. We've tested the email with the test in global configuration, it works.
We've also sent email from the admin email account with no issues.
However, the new user does not get an email confirmation link, nor does the administrator. Is there a away to see what is causing this? I believe the site was recently hacked with malware, which was cleaned up, but could the send email function for new users get disabled somewhere? I'm not sure what else to do.
