You can change the wording in the email templates: https://magazine.joomla.org/all-issues/ ... templating. Previously it would have to be done creating language overrides (or direct editing of language files) but the templates make it easier.
The normal way to stop user getting the email is Plugins >> User - Joomla! >> Notification Mail to User = No. Test this and see if it achieves what you need.
